International Trade and Customs Management Workshop in Panama | Grupo Aduanero Kam  

Grupo Aduanero Kam recently hosted an International Trade Workshop in Panama for HutchisonPortsPPC. The workshop focused on enhancing knowledge in international trade, customs management, and logistics in Panama. Designed for professionals in logistics and port operations, the event emphasized compliance, accurate customs documentation, and operational efficiency.

Legal Framework and International Trade Agreements  

One of the main topics of the International Trade Workshop was Panama’s legal framework for imports and exports. Key regulations included Decree Law No. 1 of 2008, Law 26 of 2013, and Cabinet Decree No. 12 of 2016, which govern the National Customs Authority and the application of CAUCA and RECAUCA.

Participants also explored Free Trade Agreements (FTAs) and international treaties. They learned when these agreements apply, the tariff benefits offered, and scenarios where non-compliance with rules of origin or direct transit invalidates the benefits.

International Logistics and Incoterms  

A core focus of the International Trade Workshop was Incoterms and their role in global logistics. Attendees learned how these rules define responsibilities, costs, and risks between buyers and sellers.

The workshop also highlighted the importance of international insurance as a key tool in risk management. Practical strategies were shared to prevent, mitigate, and respond to logistics incidents, helping teams anticipate and resolve challenges efficiently.

Customs Procedures, Documentation, and Tariff Classification  

Proper customs documentation is crucial in international trade. The workshop covered commercial invoices, air waybills, certificates of origin, and customs declarations. Errors in these documents can result in fines, shipment delays, or loss of tariff benefits.

Participants also learned tariff classification, ensuring each product is correctly categorized in the National Import Tariff. This guarantees legal compliance and proper application of taxes and regulations.

Customs Regimes and Internal Transfers  

The workshop reviewed temporary, suspensive, and releasing customs regimes. Attendees also learned about the Internal Transfers (TI) procedure in Panama, which allows goods to move under customs control without immediate nationalization. This process optimizes costs, time, and operational flexibility in logistics operations.
